Main responsibilities: Manage the entire tendering process and systems to ensure efficiency, effectiveness and value in all transactions, ultimately delivering better services to customers. This is achieved through the implementation of suitable tendering systems, checks and balances, monitoring tools and the enforcement of approved procedures. Tasks: 1. Perform and monitor Tender Secretariat duties, including: Review tender, quotation and Request for Proposal (RFP) documents. Ensure all final tender, quotation and RFP documents are ready for issuance. Obtain approval from the Approving Authority for calling tenders/quotations/RFPs (Tender process Approval (TPA) & Item for Approval (IFA)). Control the overall tender process and procedures during pre, ongoing and post tender stages, including advertisement, briefing, site visits, document table preparation and tender document sales. Ensure the PRMS is updated as and when required. Process claims for reimbursable tender documents by the Water Operator. Coordinate the issuance of clarifications and addenda during the tender process, if any. Arrange and coordinate Procurement Board meetings. Compile and distribute recommendation papers for the Procurement Board. Serve as Secretariat for Procurement Board meetings and related activities. Prepare Matters Arising, Action Minutes and Minutes of Meetings. Administer the safekeeping of tender bonds and related documentation. Monitor the return of tender bonds and documents to unsuccessful tenderers. Monitor and manage the disposal of uncollected documents. Monitor and update the website with tender advertisements. Monitor and administer all tenders opened/awarded to Bumiputera contractors. Monitor and manage revenue from the sale of tender/quotation documents. Compile and present monthly Tender Status reports to the Head of Department. Attend CAPEX Implementation Meetings with Water Operators. 2. Ensure all tender processes comply with company policies and procedures to promote best practices in procurement and support effective documentation for review and auditing purposes. 3. Develop staff competencies in tendering through training programs, on-the-job training, cross-training and other developmental initiatives to improve service delivery and meet customer needs. 4. Liaise with consultants and implementing agents (Water Operators) regarding tender related matters. 5. Perform other tasks as assigned by the Head of Department. Requirements: Recognized Degree in Quantity Surveyor or its equivalent; At least 1 - 5 years' experience in Quantity Surveying. Proficiency in the use of MS Office suite including MS Excel, MS Word and MS PowerPoint; Proficiency in spoken and written English and Bahasa Malaysia is required; Excellent report writing, presentation and public speaking skills are essential; Being self-motivated, analytical, resourceful and having strong integrity are important qualities; and A good working attitude and willingness to travel are expected.
