Job Purpose Responsible to lead and manage strategically all aspects of human capital management and development, ensuring alignment with the authority&aposs mission, strategic objectives, and regulatory requirements. The role is responsible for developing and implementing comprehensive human capital strategies that attract, develop, engage, and retain a high-performing workforce, fostering a culture of safety, excellence, and continuous improvement to meet its dual mandate as a regulator . The CHCO plays a pivotal role in aligning human capital strategies with operational and strategic objectives, in line with national public service policies and international aviation best practices. Job Accountabilities Responsible for the overall leadership in managing, implementing, and monitoring the following Human Capital functions (including but not limited to): Human Capital Strategy & Workforce Planning Develop and execute human capital strategy in alignment with corporate priorities and regulatory shifts. Oversee workforce planning, headcount rationalisation, succession planning, and future skill mapping. Lead initiatives for building leadership pipelines and critical capabilities across. Organisational Development Act as a strategic partner, collaborating closely with other senior leaders to shape future and ensure the human capital strategy effectively supports the achievement of business objectives, particularly in navigating the dynamic and regulated aviation environment. Develop and implement organizational development strategy, including organizational design, change management, and workforce planning initiatives. Ensure human capital strategies and frameworks are aligned with the authority&aposs overall strategic plan and performance outcomes. Lead the development and implementation of initiatives to foster a positive organizational culture that emphasizes safety, collaboration, innovation, and continuous learning. Manage organizational change initiatives, ensuring effective communication, stakeholder engagement, and minimal disruption. Develop and maintain human capital policies and procedures that comply with relevant aviation regulations and employment laws. People Development Develop and implement a comprehensive people development strategy that addresses the technical and corporate training needs of all employees. Ensure robust technical training programs are in place to maintain a competent workforce and comply with stringent safety regulations. Lead in investing in comprehensive leadership development initiatives is essential for building a strong and effective management team throughout. Collaborate closely with regulatory and operational departments to accurately identify specific technical training requirements and ensure these programs are delivered effectively and efficiently. Simultaneously, corporate functions within the authority require focused development in areas such as leadership capabilities, effective communication strategies, and strategic thinking, necessitating a well-balanced and holistic approach to people development Oversee the design and delivery of training programs, including technical skills development, leadership development, and regulatory compliance training. Implement initiatives to promote employee growth, career development, and succession planning across all levels of the organization. Foster a culture of continuous learning and development to attract and retain employees with superior abilities. People Operations Ensure the implementation of streamlined processes for all aspects of human capital, including recruitment, onboarding, compensation and benefits administration, and employee relations, while also diligently maintaining full compliance with the complex and often stringent regulatory requirements of the aviation industry. Manage all aspects of human capital operations, including talent acquisition, recruitment, onboarding, and employee relations. Oversee the development and administration of competitive compensation and benefits programs, including salary structures, health benefits, retirement plans, and other employee perks. Manage employee retirement processes and ensure compliance with relevant regulations. Oversee industrial relations, including managing relationships with unions and ensuring compliance with collective bargaining agreements. Ensure compliance with all applicable employment laws, regulations, and the aviation authority&aposs policies. Possess a strong and comprehensive understanding of these intricate legal frameworks to ensure the aviation authority&aposs human capital practices are fully compliant and to effectively mitigate any potential legal risks. Talent Performance and Management Develop and implement a comprehensive talent performance management framework, including performance planning, feedback mechanisms, and performance appraisals. Establish clear performance expectations and key performance indicators (KPIs) for all roles within the authority. Implement strategies for recognizing and rewarding high performance and addressing underperformance. Utilize data analytics to monitor talent performance trends and identify areas for improvement. Leverage human capital metrics and advanced analytics to identify key trends, accurately measure the effectiveness of implemented human capital programs and initiatives, and make well-informed, data-backed decisions to enhance overall workforce performance and productivity Capability Building & Change Enablement Drive the cultural transformation needed to support strategic workforce shift and high-performance aspirations. Lead change enablement for human capital digitalisation, talent frameworks, and new service schemes. Support capacity-building efforts across divisions, including leadership development, behavioural shifts, and people-related change programmes. Financial Governance Supports the CEO and CFO in institutional financial governance while exercising operational leadership over the Human Capital division's fiscal integrity, value creation, and compliance with national financial regulations. Monitor the execution of operational and capital budgets, ensuring funds are used efficiently, transparently, and for their intended purposes. Supervise the preparation of divisional financial reports, including budget performance tracking, variance analysis, and narrative justifications. Make financial plans and spending activities auditable and traceable, with documentation aligned to internal controls and Treasury Instructions. Approve human capital related contracts and procurements in accordance with delegated authority, subject to alignment with approved budgets and strategic objectives. Enforce segregation of duties, transparency in procurement, and prevent conflicts of interest in financial decisions. Identify and manage financial risks within human capital division, including budget overruns, underutilisation, or misaligned resource distribution. Lead or support corrective actions in cases of financial mismanagement, including disciplinary processes, financial policy revisions, or control enhancements. Ensure internal audit findings related to human capital division's finance are addressed promptly with documented follow-up and resolution. Show more Show less
