Job Summary Study, evaluate and operationalize the licensing framework under the Communications and Multimedia Act 1998 (CMA98) and Postal Services Act 2012 (PSA2012) to ensure compliance to the respective regulations and policies timely delivery of all licensing applications and efficient license fee collection. Job Responsibilities Plan and check all payment notices and reminders issued to the licensees under the CMA98 and PSA2012 to ensure regulatory compliance; Check and verify the calculation of the applicable annual licence fees under the CMA98 and PSA2012 to ensure no revenue leakages; Supervise and monitor the submission of licensees' audited accounts and in doing this, monitor the issuance of notices and reminders to ensure licensees' compliance on the obligation to pay the applicable annual fees; Review and analyse licensee&aposs audited accounts for fee calculation to ensure all applicable revenue are being accounted for; Identify, assess and recommend a suitable course of action for non-payment of fee cases to ensure all fees due to the Commission are recovered; Monitor and liaise with the Commission&aposs panel lawyers to undertake legal action in order to recover the outstanding fees; Review and verify the assessment of licence fee rebates applications to ensure they meet the criteria stipulated in the Licence Fee Rebates Guidelines; Analyse and provide recommendation to the HOD on Class license application to ensure adherence to the licensing requirements and timeline stipulated by the CMA; Provide feedback to other internal stakeholders on the status of fee collection, outstanding of fee payment and other fee related matters to ensure everyone is updated; Develop, improve and implement the applicable SOPs on fee collection, debt recovery, submission of audited accounts and rebates applications to ensure proper governance within the Department and adherence to the regulatory framework; Undertake any adhoc assignment within the Department to ensure Department&aposs operation is running smoothly; Lead, participate, develop, evaluate and provide independent input to the HOD on operational policies and procedures to ensure regulatory compliance; Review and supervise the database on fees to ensure updated information is captured all the time; Undertake any adhoc assignment within the Department to ensure Department&aposs operation is running smoothly; and Represent the HOD of the Licensing Department as and when required to ensure the Department&aposs affairs are sufficiently managed.
