Job Purpose The Vice President, Talent Development & Management plays a pivotal role in strengthening Prasarana's talent pipeline and leadership bench. This position is responsible for the design, execution, and continuous refinement of integrated talent strategies-including succession planning, high-potential identification, and leadership development-anchored in business needs and global human capital standards. The role ensures that Prasarana cultivates a future-ready, high performing, and purpose-driven workforce capable of supporting the organisation's transformation and mobility aspirations. Key Accountabilities Enterprise Talent Strategy. - Develop and execute holistic, forward-looking talent strategies to address business needs, build future capabilities and retain top talent. - Align talent initiatives with Prasarana's Statement of Purpose, Vision, and Strategic Pillars. Succession Planning & Leadership Pipeline. - Lead the identification and development of successors for critical roles through structured talent reviews and leadership acceleration programs. - Establish leadership competency frameworks that align with global best practices and local business context. Talent Assessment & Development. - Oversee the implementation of assessment tools, psychometrics, and performance analytics to evaluate talent potential and readiness. - Collaborate with Learning & Development to personalise development journeys for identified talent cohorts. Career Pathing & Internal Mobility. - Institutionalise structured career pathways and growth opportunities across functions and job families to support retention and engagement. - Partner with business leaders to promote talent mobility and reduce dependency on external hiring. Talent Insights & Workforce Planning. - Generate talent heat maps, readiness indexes, and analytics dashboards to guide decision- making and track progress. - Advise management on workforce supply-demand scenarios based on talent trends and internal capability gaps. Governance & Compliance. - Ensure all talent-related frameworks and practices comply with internal policies and relevant legislation. - Benchmark Prasarana's talent practices with top national and global transportation leaders. Stakeholder Collaboration. - Work closely with Human Capital Business Partners, functional heads, and executive leadership to ensure buyin and ownership of talent strategies. - Drive cultural shifts and change management initiatives that support performance and leadership excellence. Qualifications, Skills & Knowledge Bachelor's Degree in Human Resource Management, Organisational Psychology, Business Administration or equivalent. Professional certifications are highly desirable. Postgraduate qualifications are an added advantage. Minimum 10 years of progressive experience in Human Capital, with at least 5 years in talent management, succession planning, or leadership development. Strong exposure in largescale, multi-industry, or infrastructure-focused organisations (public or private). Proficiency in Talent Management Systems (e.g., SAP SuccessFactors, Oracle HCM Cloud). Advanced skills in analytics/reporting tools (e.g., Power BI, Tableau, Excel). Familiarity with AI-powered talent tools and predictive analytics platforms is a plus. Show more Show less
