JOB TYPE Fixed-Term Contract: Two Years ABOUT FINCO The Financial Industry Collective Outreach (FINCO) is a collaborative initiative pioneered by financial institutions (FIs) in Malaysia, with the guidance of Bank Negara Malaysia, to provide underprivileged children and youth with the guidance and educational tools they need to achieve their life goals. FINCO seeks to achieve these objectives through the collective development of programmes in English Proficiency, Life Aspiration, Financial Literacy and Disaster Relief as well as through shared programmes supported by individual financial institutions. FINCO is working with government schools across Malaysia providing teacher training, student workshops and competitions as well as other initiatives which aim to provide students with equal access to high quality educational opportunities. The post holder will work closely with the FINCO Management Team, as well as the external accountants and auditors, on ensuring adherence to financial, governance and operational processes. A minor part of this role is to work with the FINCO delivery team to oversee Disaster Relief aid. MAIN DUTIES The Accounts and Project Manager will be responsible for the day to day, monthly, quarterly and year-end financial processes and reporting, assisting with budget management, delivery of activities under the Disaster Relief Pillar and also supporting the team in ad-hoc day-to-day operations. The postholder will be expected to work with the Backbone team, external accountants, the Treasurer and auditors to review existing finance and project management SoPs and processes and to develop or refine and implement new systems required to strengthen internal governance. ROLES AND RESPONSIBILITIES ACCOUNTS FUNCTION: Oversee accounts receivable from FINCO members and prepare, process and file receipts and invoices. Liaise with 3rd party suppliers to validate invoices against services received and process payments. Validate, track and process expense claims. Liaise with service providers on payroll, tax and other financial matters. Maintain accurate records of all financial transactions, coordinate cashflow forecasts, and lead on the preparation of financial reporting. Reconcile monthly bank statement, review with external accountant and report variances. Support the Backbone team in preparing for and coordinating audits and Audit Committee meetings. Ensure compliance with financial SoPs, and review and develop or refine as necessary. OPERATIONS FUNCTION: Arrange meetings, manage official correspondence and info email account, and track responses. Maintain company databases and filing systems and manage the preparation, processing and tracking of company documents and meeting minutes. Maintain and update the preferred suppliers list and manage quotations and procurement approvals. Handle general administrative duties and support the operations of FINCO as required. PROJECT PLANNING & EXECUTION: Input into the review and development of project objectives and create detailed implementation plans, setting of KPIs and deliverables, and identification of potential collaboration partners under the Disaster Relief Pillar. Consult with FINCO's Disaster Relief Committee and FINCO's Financial Industry members to refine FINCO's approach to disaster relief to enable a quick response, as well as identifying suitable disaster preparedness materials for dissemination to schools. Identify any goods, services and resources that need to be procured, assist in the procurement process in line with FINCO's finance SOPs and monitor the quality of goods and suppliers. Ensure child protection, health and safety and Anti-Bribery and Corruption policies are considered during planning and consistently implemented, and any potential or actual malpractice is reported. PROJECT DELIVERY: Coordinate rapid needs assessment data collection from schools and propose suitable disaster response and preparedness efforts. Lead on the distribution of relief aid and preparedness activities, coordinating with suppliers, Education Partners and volunteers, as required. Manage disaster response efforts which involve volunteers, including briefings, relevant training and risk assessment. MONITORING AND EVALUATION: Ensure the integrated monitoring and evaluation systems are implemented as required and report on activities conducted, updating the dashboard as required. COMMUNICATIONS: Contribute to the development of project briefings and update presentations to the MOE, schools, financial industry members and other stakeholders. Contribute to the identification and development of impact stories and visual content to showcase programme success, and work with the Senior Manager Communications and Events to develop project specific social media posts and success stories. Provide the Backbone, Disaster Relief Committee and other relevant stakeholders with regular activity updates. STAKEHOLDER MANAGEMENT: Develop and maintain strong relationships with the relevant MOE officials, teachers, financial industry members, NGOs and government departments to ensure smooth programme implementation. Communicate volunteering opportunities to FINCO's financial industry members and manage and report on their participation in the project. QUALIFICATIONS Candidates must possess a Degree in Accounting or equivalent. EXPERIENCE, SKILLS AND KNOWLEDGE At least 3-5 years of professional experience in an accounting position. Good understanding of generally accepted accounting principles. Highly organised with good problem-solving skills and excellent attention to detail. Well-developed communication skills, both written and oral. Strong team player - but also 'self-starter' able to work with minimal supervision. Proficient user of office software. Ability to work in English and Bahasa Malaysia. Experience of working with non-profits or on CSR or community engagement programmes with a focus on impact (desirable).
