Role Purpose: The Manager, HR Services for the SEA region will oversee the full spectrum of HR operations and shared services across countries within SEA region - Malaysia, Singapore, Indonesia, Philippines, and others. This role ensures consistent employee experience, operational compliance, efficient processes, and seamless execution of core HR activities including the overall employee lifecycle, payroll coordination, policy governance, audits, HR system integrity, and employee support. The role requires cross-functional collaboration and regional coordination to drive standardization, automation, and continuous improvement. Responsibilities We Entrust you with: Employee Lifecycle Management Oversee end-to-end employee lifecycle processes - from onboarding to offboarding - across all SEA countries. Maintain accurate employee records throughout the lifecycle (hiring to exit) in line with audit and compliance standards. Manage onboarding experience including Day 1 readiness, IT & admin coordination, and orientation programs. Monitor policy compliance including separation procedures, approvals, and regulatory obligations. Work with IT and Admin on asset and licenses provisioning. Payroll & Benefits Administration Oversee the end-to-end payroll process across SEA countries in coordination with local HR, Finance, and external payroll vendors. Ensure timely, accurate salary payments and statutory contributions in accordance with country-specific regulations. Administer employee benefits programs including insurance, leaves, and statutory benefits across SEA. Liaise with brokers and insurers on policy renewals, claims, and employee communications. Ensure payroll records are audit-ready and aligned with internal controls, tax filings, and local compliance. Resolve payroll-related employee queries promptly and professionally. HR Systems & Digital Tools Lead the implementation and governance of HRIS systems (e.g., Darwinbox), including data migration, data accuracy, and access controls. Drive the adoption and management of AskHR platform with high resolution SLA compliance. HR Reporting & Data Analytics Develop and maintain accurate records and data for analytics reports on headcount, turnover, onboarding/offboarding, leave balances, accruals and budgeting. Support workforce planning exercises by providing trend data, analytical insights and operational reporting. Policy Governance & Compliance Lead SEA policy harmonization, ensuring compliance with local labor laws while aligning to group standards. Coordinate and support external and internal audits. Support internal controls and coordinate with the Internal Finance Control (IFC) team where needed. Support business stakeholders in ensuring compliance with regulatory requirements and internal policies, including those related to merchant/partner onboarding. Process Improvement & Automation Identify gaps in current HR processes, lead and execute automation initiatives in HR Operations. Employee Support & Experience Ensure timely responses to employee inquiries, with streamlined channels to reduce fragmented communication. What Matters in the Role: Bachelor's degree in human resources, Business Administration, or related field. 6-10 years of experience in HR operations or shared services, preferably with regional exposure. Proven experience handling payroll coordination, onboarding, and policy administration across SEA. Strong understanding of HR compliance, audits, and local employment regulations across SEA. Hands-on experience with HRIS platforms such as Darwin Box. Analytical mindset with the ability to build dashboards, reports, and workforce insights. Strong communication and stakeholder management skills. High attention to detail and ability to manage multiple priorities in a fast-paced environment.
