Job Summary: The successful candidate will lead and support the implementation of Environmental, Health & Safety (EHS) management systems to ensure full compliance with Malaysian regulatory requirements (DOSH, DOE, Bomba, AELA) and UCT's global EHS standards. This role is critical in safeguarding workplace safety, environmental compliance, and operational resilience, directly contributing to UCT's strategic objectives, customer satisfaction, and sustainable growth. Essential Duties and Responsibilities: (Approximate % of Time Allocation) EHS Management System Development & Compliance (20%) Develop, implement, and maintain EHS management systems in alignment with ISO 14001:2015, ISO 45001:2018, and RBA requirements. Ensure compliance with Malaysian regulations including OSHA 1994, FMA 1967, Environmental Quality Act 1974, and related subsidiary regulations. Incident Investigation & Risk Control (15%) Lead incident investigations using 8D methodology and root cause analysis tools (5 Whys, Fishbone Diagram). Conduct and review HIRARC to identify hazards and implement effective controls to prevent recurrence. Safety & Environmental Oversight (15%) Oversee scheduled waste management in compliance with DOE regulations. Ensure air emission monitoring, effluent control, and environmental reporting to DOE. Serve as Radiation Protection Officer (RPO) when applicable, in compliance with AELA 1984. Operational Safety Assurance (10%) Review and approve production equipment, engineering controls, and workspace plans for EHS compliance. Approve industrial hygiene sampling strategies and review results. Have authority to halt unsafe operations until corrective measures are taken. Training & Capability Building (10%) Ensure compliance with Malaysian EHS training requirements and UCT's global training standards. Deliver EHS-related training and awareness programs to employees at all levels. Regulatory Reporting & Documentation (10%) Prepare and submit reports to DOSH, DOE, Bomba, and other relevant Malaysia authorities. Maintain a comprehensive EHS compliance calendar for the facility. Engineering & Process Safety Support (10%) Provide input on safe design of new processes or facilities involving hazardous materials. Collaborate with Engineering to integrate EHS requirements into process improvements. Emergency Preparedness & Response (10%) Act as hazardous materials specialist for the site's emergency response team. Develop and implement emergency preparedness plans for fire, chemical spills, and radiation incidents. Job requirements: Functional Knowledge & Skills Bachelor's Degree in Occupational Safety & Health, Environmental Engineering, Chemical Engineering, or equivalent qualification as recognized by the Malaysian Qualifications Agency (MQA). Minimum 3 years' experience in EHS management system functions within chemical, metal finishing, semiconductor, or related manufacturing industries. Strong background in ISO 14001:2015 and ISO 45001:2018 management systems and RBA (Responsible Business Alliance) compliance. Knowledge of Malaysian environmental regulations and standards, including: DOSH - Occupational Safety and Health Act 1994 (OSHA), Factories and Machinery Act 1967 (FMA) DOE - Environmental Quality Act 1974 and subsidiary regulations (scheduled waste, air emission, effluent discharge) Bomba - Uniform Building By-Laws 1984 (UBBL) and fire safety requirements Experience in scheduled waste management in accordance with Environmental Quality (Scheduled Wastes) Regulations 2005, including waste identification, storage, labeling, inventory tracking, manifest preparation, and coordination with licensed contractors for treatment and disposal. Proficient in conducting HIRARC (Hazard Identification, Risk Assessment, and Risk Control) in compliance with DOSH guidelines to proactively identify and mitigate workplace hazards. Experience in accident investigation using the 8D methodology and root cause analysis techniques (e.g., 5 Whys, Fishbone Diagram) to develop effective corrective and preventive actions. Familiarity with core EHS programs such as accident investigation, powered industrial trucks, respiratory protection, PPE, hearing conservation, ergonomics, industrial hygiene, life safety, machine guarding, property conservation, and worker's compensation. Experience in hazardous materials emergency response team (ERT) development, implementation, and administration. Proficient in Microsoft Office tools. Strong problem-solving, planning, and organizational skills with the ability to work independently, prioritize tasks, and meet deadlines under pressure. Effective team player, able to work within diverse groups and communicate clearly across all organizational levels. Good command of English and Bahasa Malaysia, both spoken and written, with the ability to train and present effectively. Educational/Certification Requirement : Bachelor of Science (or country equivalent) in Occupational Health & Safety, Environmental Engineering, Chemical Engineering or related An equivalent combination of education and experience may also be suitable for this position. Experience Requirement: Minimum: Bachelor's Degree in a relevant discipline (as above). Preferred: Valid Malaysian EHS certifications such as: Green Book - Registered Safety & Health Officer (DOSH) Certified Environmental Professional in Scheduled Waste Management (CePSWAM) - in accordance with Environmental Quality (Scheduled Wastes) Regulations 2005 Radiation Protection Officer (RPO) - certified under the Atomic Energy Licensing Act 1984 (AELA) ISO Competency Certificates - g., ISO 14001:2015 Environmental Management System Lead Auditor, ISO 45001:2018 Occupational Health & Safety Management System Lead Aditor First Aid and Fire Safety certifications recognized by Malaysian authorities Work Experience: Minimum 2-5 years' experience in the EHS Preferably in the manufacturing or semiconductor industry with proven track record in regulatory compliance and ISO certification.
