Overview: Accountable in setting high standards and control for safe and reliable production, ensuring no harm to people, environment, and asset Accountable in managing daily production of the production unit , ensuring production staffs in fully completing the production tasks Accountable in executing production plan, timely troubleshoot and resolve issues arise during production process. Job Responsibilities: 1. Commissioning and Start-up (during Initial Commissioning and Start-up Phase): Lead the overall Commissioning and start-up of this green field plant for OSBL Production unit within EcoCeres complex 2. Production Oversight: Manage and oversee the overall OSBL Utilities Production department ensuring a safe and reliable operations of Utilities systems, include but not limited to cooling water system, compressed air and nitrogen system, fire water system, waste water/effluent treatment system, Demineralized Water & Boiler feedwater system, initial rainwater and accidental rainwater lifting system, torch, natural gas pressure regulating system, etc. 3. Safety and Environmental Compliance: Ensure compliance with all relevant regulations, codes, and standards governing utility operations. Maintain up-to-date knowledge of regulatory requirements and implement necessary measures to achieve and maintain compliance. 4. Budget Management Develop and manage budgets for utility & IETS operations, including forecasting expenditures, monitoring costs, and identifying opportunities for cost savings and efficiency improvements. 5. Environmental Stewardship: Promote environmental sustainability and resource conservation initiatives within the organization. Implement measures to reduce energy consumption, water usage, and waste generation. 6. Team Leadership: Lead and mentor a team of utility technicians, providing guidance, training, and support to ensure optimal performance and productivity: a. Coach and Strengthen the Production Team Leadership, providing guidance, training, and support to ensure optimal performance and productivity; promptly resolve relevant Operational, safety, and environmental issues that need to be resolved. b. Perform frequent coaching towards performance of direct reports. Conduct frequent go-see and engage front line to improve work performance, ensure implementation of operating procedures, and completion of production tasks. 7. Strategic Planning: Develop and implement strategic plans to optimize utility & IETS performance, reduce costs, and enhance efficiency. Identify opportunities for improvement and implement innovative solutions to meet organizational goals Establish and improve management systems in the production unit to ensure the safe and stable operation. 8. Vendor Management: Coordinate with external vendors and contractors for specialized services, equipment procurement, and maintenance activities. Ensure vendors comply with contractual agreements and deliver high-quality services. 9. Reporting and Documentation: Maintain accurate records of production activities, equipment maintenance, and safety incidents. Prepare regular reports and performance metrics for management review, identifying trends and areas for improvement. 10. Accountable in timely report out and analysis of abnormal conditions in production, analysis and investigation of process safety and environmental protection accidents, providing all kinds of data, proposing measures to prevent accidents, and submitting accident reports according to relevant regulations. 11. Undertake any special assignment as determined by Production Director. Job Requirements: Min Bachelor's Degree in Engineering, environmental engineering or equivalent; and more than 15 years experience in the operations and management of Utilities system in refinery/petrochemicals or related field. Strong technical knowledge of utility systems, wastewater treatment processes, and environmental regulations Competencies: - Apply technical knowledge/decision making: Skill - Refinery Work Process (reliability, production planning, etc): Knowledge - Troubleshooting: Skill - Commissioning and Start-up: Knowledge - Permit to work: Skill - LOTO (Log out/Tag out): Skill - Budget & Finance: Knowledge - Supply Chain (Procurement & Contract): Knowledge - Team Management: Skill Strong Leadership Attributes: - Clear and Logical thinking - Results oriented with strong track record in delivering performance. - Hold him (her) self and others accountable in meeting expectations. - High effective and efficient at work - Good coordination and organization skills Experience with process design, optimization, and troubleshooting. Familiarity with regulatory requirements and industry standards Excellent analytical and problem-solving skills. Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and external stakeholders. Proficiency in office software, engineering software and tools for design and analysis (e.g. PI, CMMS, etc) Experience in emergency/incident management Knowledge in Engineering Drawing (P&ID, etc) and possess strong communication skills.
