Job Purpose Lead the hydrocarbon optimization exercise using Linear Programming (LP) model to produce short- and long-term business plans and most optimum plant operating strategies that maximizes profit with minimum operating cost for the integrated Pengerang Refining Complex (PRC). Focal person and custodian for work process related to the development of short- and long-term business plans for integrated PRefChem Complex. Key Accountabilities 1. Short Term Planning Supervise, review and lead the Linear Programming (LP) run in Single Period Multi-Plant and Multi-Period Multi-Plant environment using Aspen Tech's Process Industry Modeling System (PIMS) application to develop a 4 Month Rolling Product Plan (4MRPP), based on forecast market price, business input e.g. product demand and current and future plant conditions, that produces the most optimum monthly plan which maximizes profit with minimum operating cost while complying to plant's safety policies. 2. Long Term Planning Supervise, review and lead the Linear Programming (LP) run in Single Period Multi-Plant and Multi-Period Multi-Plant environment using AspenTech's Process Industry Modeling System (PIMS) application to develop the 1 + 4 business plan based on 5 year forecast market price, business input e.g product demand and current and future plant conditions and capabilities to produce the most optimum long term plan which maximizes profit with minimum operating cost while complying to plant's safety policies. Present the long-term plan to relevant approving authorities prior to operationalizing the annual plan. 3. Development of Technical Capability Continuous engagements with Business & Services, Technologist and Schedulers to keep abreast with Oil and Petrochemical business and plant condition. Enhancing self-capability via trainings and coaching from Planning LP Specialist. 4. Feedstock Ranking Value Supervise, review and lead the monthly feedstock ranking value assessment using simulation and optimization model based on COSA and COSSA to produce most optimum feedstock mix with highest feedstock processing while complying to feedstock evaluation guideline for PRefChem. 5. Networking and Relationship Building Foster and sustain effective working relationships and rapport with relevant stakeholders e.g. Business & Services, Process Technologist and Operations to keep abreast with latest development of Oil and Petrochemical business. Qualification & Experience Degree in Chemical Engineering or any related engineering/science field. Minimum 5 years in Plant Operation in Refinery, Steam Cracker and/or Petrochemical. 15 years' experience in Production Planning function e.g. scheduling, planning or performance appraisal with skills in simulation or optimization tools i.e any LP or Crude Assay Manager; Knowledge in crudes/products technical and quality analysis, especially in crude assay generation for LP input data with knowledge of Crude Assay Management system tools. Knowledge of refining/petrochemical processes and operations for topping, hydroskimming and conversion process units: example CDU/ARDS/ Reformer/Hydrocracker/RFCC/BTX/Coker/Isomerisation/ Lube/SCC/Utilities.
