JOB PURPOSE Liaise, coordinate and provide support on the process or technical matters for interfacing of Third-party development project proposal within the RPZ of LRT and protection zone of BRT lines. Monitor and control the implementation of Third-party project development in accordance with Act / Regulations / Policies / SOP. KEY RESPONSIBILITIES Assist superior in investigate and study the Third-Party project application whether the proposal is within the Railway Protection Zone (RPZ) for LRT and protection zone of BRT lines. To process Third-party development proposal application. To process Non-Disclosure Agreement (NDA) and issuance of permission letter prior release of Prasarana's document i.e As-built drawing and/or any related document requested by Third-Party. Analyse feedback, issues and grievances provided by the stakeholders on Third-Party's projects proposal including potential risks to Prasarana assets and operations. Organize or conduct or attend presentation session, meeting, discussion, review of document session, pre-consultation of application process and site visit with regard to Third-Party's development proposal/issue. Consolidate information on Third Party project application and identify any issues that have violated the compliance of relevant law, regulations, policies, and SOP. Assist superior in preparing the relevant documents such as Minute of Meeting, Discussion Note, Objection Letter / No Objection Letter (OBL/NOBL), Permission Letter, Management Paper, Board Paper, Memo, updating SOP or any other communications medium within timeframe. Facilitate the development of undertaking letters or definitive agreements with relevant stakeholders. Monitor, liaise and coordinate on-going work progress, arrange/conduct coordination meeting, site inspection and ensure safety compliance with the SOP, policies and regulations including the facilitate the mitigation measures for any issues highlighted with regards to the operational and asset of Prasarana. Facilitate the review session of method statement of the work and progress report, instrumentation & monitoring device report. Coordinate the action plan if there is any failure during the Third-party project implementation. Obtain feedback/comment from stakeholder on the proposed action/mitigation plan and amendments (if any) by the Third party to ensure Prasarana interest is safe guarded. Liaise and coordinate the defect work on the Third-party project until end of defect liability period. Assist superior in managing the surveillance activity including preparing reports to management, conduct joint enforcement and engagement with Third-party. Assist superior in preparing report or letter to Agensi Pengangkutan Awam Darat (APAD) for persistence of non-compliance of RPZ Regulations which would affects Prasarana operation for their advice or further action. Liaise and coordinate Third Party' Bank Guarantee (BG) and Insurance claim process in case of persistence of non-compliance which affects Prasarana asset and operations. Arrange final joint inspection with Stakeholder and Third-party to identify any defect to the Prasarana asset. Process release of Third-party Bank Guarantee (BG) from Legal & General Counsel Department (LGCD). Coordinate project handing over process including submission of all documents and new assets list to Asset Management Section of Land and Asset Management Department (LAMD). Assist superior in preparing surveillance activity schedules, report, and correspondence to Third-party. Arrange or conduct enforcement of RPZ encroachment exercise including engagement with Third-party company. Assist superior in document management system for RPZ & Development Control Unit. Perform any other duties as and when required by the Management. QUALIFICATIONS, SKILLS, KNOWLEDGE & COMPETENCIES Bachelor's degree in civil engineering. Possess relevant working experience. Minimum 2 years working experience. Develop and maintain professional relationship within Prasarana group, Authorities, Developer, Consultant and Contractors Analytical, teamwork and problem-solving skills. Good writing and communication skills in English and Bahasa Malaysia. Good understanding and knowledge in civil engineering discipline. Knowledge in Microsoft Word, Excel, Power Point, Project and Auto-cad. SRF C15-2024
