Develop and lead the implementation of the HSSE Strategic Plan: Formulate and execute a long-term plan that aligns with Sarawak Energy's corporate strategy and addresses current and emerging HSSE challenges.2. Formulate a comprehensive strategy for contractor management: Establish structured programs to assess, monitor, and improve contractor HSSE performance through onboarding, audits, capability building, and performance reviews.3. Drive the transformation towards a generative HSSE culture: Co-Lead cultural change initiatives that instill ownership, accountability, and proactive safety behaviors at all levels, emphasizing psychological safety and continuous improvement.4. Design and execute the HSSE Roadmap: Develop a strategic timeline with actionable milestones that guide the organization towards excellence in health, safety, security, and environment practices.5. Conduct periodic environmental, technical safety, and security gap analyses: Identify critical vulnerabilities and non-compliance risks, and propose mitigation measures to enhance resilience.6. Establish frameworks for benchmarking HSSE performance: Implement systems to compare internal performance against industry standards and best-in-class peers, fostering continuous performance enhancement.7. Lead horizon scanning and intelligence gathering efforts: Monitor global HSSE trends, emerging risks, and innovative technologies to future-proof the organization's practices.8. Implement robust HSSE project governance: Ensure that HSSE initiatives are effectively managed through sound project governance principles including scope, budget, risk, and stakeholder management.9. Build and mentor project and program management capabilities: Develop HSSE team competencies in managing strategic initiatives by providing structured mentoring and training.10. Collaborate cross-functionally to align HSSE initiatives: Work with business units to ensure HSSE strategies complement enterprise-wide goals including the Strategic Roadmap, PCDS alignment, and sustainability targets.11. Provide expert advice to senior leaders: Offer strategic insights and guidance to executives and the board to shape policies and decisions related to HSSE risks and opportunities.12. Support the development of risk-based contractor engagement models: Introduce frameworks that classify and manage contractors based on risk profiles and performance history.13. Coordinate the delivery of flagship HSSE programs: Manage the rollout and evaluation of key HSSE initiatives like the Contractor Transformation Program (CTP) and HSSE Excellence Week.14. Establish and facilitate HSSE Community of Practice (CoP): Create collaborative spaces for internal and external HSSE professionals to share knowledge, solve problems, and develop best practices.15. Lead incident trend analysis and root cause investigations: Analyze incident data to uncover patterns and root causes, and use findings to inform strategy and prevention efforts.16. Ensure effective stakeholder engagement: Maintain productive relationships with regulators, industry associations, and internal partners to ensure alignment and compliance with HSSE standards.17. Develop and present strategic reports and position papers: Prepare high-quality documents that communicate strategic directions, performance insights, and proposals to executive leadership.18. Champion integrated digital HSSE systems: Drive the adoption of technology solutions that support real-time reporting, predictive analytics, and automation in HSSE operations.19. Oversee regulatory compliance assurance processes: Ensure all HSSE activities meet legal and regulatory requirements through rigorous audit and inspection mechanisms.20.   • The successful candidate is expected to operate in a highly dynamic environment, maintaining strategic oversight across multiple, often interdependent, domains.   • Must demonstrate the capability to anticipate risks and emerging issues across health, safety, security, and environment (HSSE) dimensions, particularly in managing a diverse contractor ecosystem, while proposing fit-for-purpose strategies that align with business priorities.
  • Required to challenge the status quo, question underlying assumptions, and encourage generative thinking to build a proactive safety culture-both internally and across contractors and stakeholders.
  • Able to lead gap analyses of current HSSE practices across operations, identifying systemic issues or trends that hinder progress, and develop improvement roadmaps that are realistic, phased, and measurable.
  • Expected to balance long-term strategic objectives with short-term operational priorities, ensuring HSSE initiatives remain relevant, effective, and value-adding within Sarawak Energy's broader mission.
  • Must be skilled in simplifying complex regulatory, environmental, and operational requirements into clear guidance and practical applications that resonate with both management and operational teams.
  • Demonstrates agility and resilience in the face of ambiguity, capable of adjusting strategies or tactical plans when confronted with new data, external developments, or internal shifts in direction.
  • Should promote a thinking environment where psychological safety is nurtured, empowering teams to raise concerns, challenge ideas respectfully, and contribute constructively to HSSE solutions.
  • Expected to work collaboratively across functions and levels, building alignment and buy-in for HSSE strategies while managing resistance or conflicting priorities constructively.
QUALIFICATION & WORK EXPERIENCE:
  • Minimum a Bachelor's Degree in Health, Safety, Security & Environment (HSSE), Engineering, Environmental Science, Occupational Health, or a related discipline. A Master's Degree or recognized professional certification (e.g., NEBOSH, CSP, CMIOSH, CEnv, or equivalent) will be an added advantage.
  • Minimum 10-12 years of progressive and relevant experience in managing HSSE functions across complex, multi-stakeholder environments, preferably within the energy, infrastructure, or heavy industry sectors.
  • Demonstrated experience in developing and executing HSSE strategies, roadmaps, and frameworks that align with corporate strategic goals and regulatory expectations.
  • Proven track record in leading cultural transformation initiatives, such as embedding generative HSSE culture and driving behavioral change across diverse workforces, including contractors.
  • Experience in contractor management programs, including capability assessments, governance implementation, performance monitoring, and strategic partnerships to elevate HSSE standards across the supply chain.
  • Strong background in regulatory compliance, governance, and risk-based thinking, with the ability to anticipate and respond to emerging issues in safety, environmental management, technical safety, and security.
  • Skilled in leading multi-disciplinary teams, influencing at all organizational levels, and driving cross-functional collaboration to embed HSSE as a business enabler.
  • Familiarity with strategic frameworks such as the UN Sustainable Development Goals (UNSDGs), 1.5°C climate alignment, and the PCDS (Post-COVID Development Strategy), with the ability to translate sustainability and safety commitments into tangible outcomes.
  • Experience in reporting to senior leadership and Boards, including preparation of strategic papers, position statements, and business justifications related to HSSE performance and investment.
