External Open ResourcingLocation: Malaysia (MY), Sarawak Energy (SEB), Baleh HEPCompany: Sarawak Energy Berhad, Project Delivery (50034027), Baleh HEP (50034040) ,BLP 1 & 3 PackagesNumber of Openings: 1Job Category : EstablishedClosing Date: 14 September 2025KEY ACCOUNTABILITIES:1.Oversee project activities to ensure objectives are achieved, including liaison with contractors and external clients and internal team members.2.Facilitate project risk identification and mitigation action by attending Monthly Progress Meeting and Risk Management Meeting.3.Coordinate with contractors, external clients, and internal team members in generating alternative options and makes a well-reasoned decision based on an analysis of the risks and opportunities throughout project execution.4.Facilitate engineering tasks, including assuring contractor's detailed design compliances, construction supervision on all construction activities, claims assessment, site surveillance report preparation, factory audits attendees, acceptance tests/site testing and inspection, commissioning and project handing over.5.Lead standardization checks on method statement, Inspection test plan and Quality management plan to ensure consistency of documentation and process.6.Lead and guide Civil Engineer on reviewing and checking contractor's submission, (e.g. Quality management plan, method statement, material submittal etc.) to ensure compliance with contract, standards requirement and follow good engineering practices.7.Drive the team in implementing action plans to close gaps to meet the Hydropower Sustainability Standard (HSS)8.Advise on integration with the functional team and stakeholders. (Project control, C&P, HSSE and Completion Management team).9.Establish strategy for the movement arrangement of non-executive staff.10.Promote, monitor and control Health, Safety and Environment on worksites.THINKING ENVIRONMENT & CHALLENGES:
  • As this is a Build-Only Contract, the design responsibility lies with the Employer. Any inconsistencies or ambiguities in the design and construction drawings may be exploited by the Contractor to their advantage. Therefore, such issues must be thoroughly managed to ensure that project outcomes are not compromised in terms of quality, schedule, or cost.
  • Inconsistencies in Contract clauses, ambiguous and non-explicit statements tend to be exploited by Contractor to their advantage and at the expense of quality and value. This needs to be managed to steer the outcome towards the fundamental intent of the Contract.
  • The role is based at Baleh HEP site which is a 2 hour drive from Kapit Town.
QUALIFICATION & WORK EXPERIENCE:
  • Degree in Civil Engineering with minimum 10 to 12 years of relevant experience in the construction of Civil Engineering/ Infrastructure projects.
Preference will be given to internal candidate.
