Location: U.S. Embassy, Kuala Lumpur, Malaysia Contract Type: Full-time, Contractor Period of Performance: 12-month base period with three (3) optional one-year extensions Travel Requirement: Up to 150 days annually across Malaysia Job Summary: The Cultural Service Advisor will provide expert advisory and assistance services to the Special Operations Forces Liaison Element (SOFLE) Malaysia. This role supports the U.S. Embassy in Kuala Lumpur by offering cultural, linguistic, historical, and political insights to enhance mission effectiveness and regional stability initiatives. Key Responsibilities:1. Cultural and Political Analysis Provide in-depth analysis of Malaysia's cultural, historical, and political landscape. Monitor traditional and social media to identify key influencers and drivers of instability. Brief SOFLE team members on current events and regional dynamics. 2. Interpretation and Translation Translate documents and communications between English and Malaysian (Bahasa Melayu). Provide verbal interpretation during meetings, events, and field visits. 3. Continuity and Relationship Management Maintain ongoing relationships with civil society, government officials, academia, and security forces. Ensure smooth transitions between incoming and outgoing SOFLE personnel. 4. Meeting Coordination and Documentation Schedule meetings on behalf of SOFLE and prepare participants with background information. Attend and document meetings, providing summaries and recommendations within 2 working days. 5. Government Liaison and Document Submission Submit diplomatic and operational documents (e.g., DipNotes, air/base access requests) to appropriate Malaysian government entities. 6. Operational Support Assist in planning and coordinating events, exercises, and engagements. Provide logistical and administrative support for SOFLE operations. Qualifications: Strong knowledge of Malaysian history, culture, and socio-political structures. Familiarity with ASEAN regional politics and international relations. Experience working with NGOs, government agencies, and civil society organizations. Proficiency in Microsoft Office and ability to manage tasks independently. Excellent communication skills in English and Malaysian. Ability to travel extensively within Malaysia (up to 150 days/year). Must pass a basic background check for access to U.S. Embassy facilities. Work Schedule: Monday to Friday, 0700-1900 hrs. Availability on weekends for emergencies or mission-critical tasks. Security and Confidentiality: All work is unclassified but sensitive.
