RoleThis position being a national role shall be accountable for leading transport safety team for the country distribution function and to provide required support & guidance to field distribution teams in smooth implementation of Linde Safety Standards across all distribution facilities (Linde regulated, and Transport Contractor owned depots used for Linde business).He/She will also be responsible for developing new programs and their implementation as well as overseeing the effectiveness of existing programs to keep the distribution function compliant on all safety related parameters all the time, in accordance with the local regulatory requirements and Linde standards, whichever is more stringent.TSM will work closely with Field Distribution Team, Fleet Maintenance Team and Transport Safety Officers to improve safety statistics and key performance indicators (leading & lagging) progressively. He/She is expected to:
  • directly involve in bringing new technology on-board for improving overall transportation safety, especially in monitoring & development of driving skills & behavior of drivers and product (cylinders or liquid) handling processes.
  • oversee, facilitate and measure vehicle crew recruitment & training process.
  • closely monitor Leading & Lagging Indicator trends.
  • develop & lead safety programs and actively participate in operational assessments.
Job ScopeAccountable & responsible for safe handling and distribution of products from all distribution facilities for:
  • Bulk (Primary & Secondary), Packaged Gases (PGP, Electronics, Special Gases) & Tube Trailers.
  • Company owned fleet and Contracted fleet (long term & short term).
Minimum Eligibility Criteria
  • Educational Qualification & Skills Required
  • Graduate degree holder, preferably in Science or Transportation Safety or Supply Chain Management.
  • Languages: Local and English (read, speak and write).
  • Computer knowledge – Proficient in use of MS Office and general office software.
  • Clear understanding of the Safety Performance Metrics and its calculation methodology.
  • Hands-on experience in driving commercial vehicles.
  • Good understanding on the truck & trailer technologies and maintenance.
  • In-depth understanding of Accident investigation technique & Root Cause Analysis (RCA).
  • Willingness to travel (~50%) across different distribution facilities, critical routes, customer sites.
  • Relevant Experience & Certification
  • Holding valid vehicle driving license with a driving experience of minimum 5 years.
  • 10 years of experience in Safety Management (training, coaching, mentoring, risk assessment).
  • Desired / Good to have
  • Any certification / diploma in Industrial or preferably transport safety management.
  • Knowledge on OSHA norms, DOT regulations, local Motor Vehicle Regulatory body requirements.
  • Knowledge on pressure vessel codes.

Core ResponsibilitiesSafety, Health, Environment & Quality (SHEQ)
  • Accountable for transport safety & quality performance and statutory compliance.
  • Driving distribution safety programs to improve safety statistics. Actively work to achieve the vision of ZERO accidents.
  • Launch campaigns & new Initiatives to enhance safety culture.
  • Direct involvement / supervision in the Accident Investigation & Root Cause Analysis.
  • Ensure timely implementation of corrective & preventive action (CAPA) across all facilities.
  • Effective utilization of resources - Transport Safety Officers & Driver Coaches in upbringing safety culture.
  • Ensure safety trainings to teammates, transporter supervisors and drivers.
  • Active participation / lead compliance assessments and ensure that findings are closed with sustainable actions within given time frame.
  • Oversee implementation & effectiveness of transport safety enhancement programs like following but not limited to:
  • o Vehicle Inspection (pre-trip / post-trip / daily / monthly or any other set frequency).
  • o Reward & Reprimand policy.
  • o Zero Tolerance Act.
  • o Driver Coaching Program and other related programs.
  • Ensuring the Driver Risk Profiling is being monitored/reviewed at all sites on regular basis and necessary actions are taken for improving the performance.
  • Customer Satisfaction
  • o Ensure all customer complaints, in coordination with Distribution Team, SHEQ & Sales personnel are addressed in time bound manner. If required, visit customer site to understand the actual issue directly from customer.
  • Frequent visits to distribution facilities (including contractor’s depot) to review & assess the performance level by directly dealing with drivers / loaders / transport contractor staffs / field distribution team and provide necessary guidance / support.
  • Responsible for implementation & governance of key safety improvement programs including but not limited to following:
  • o Daily tool-box topic discussion.
  • o Monthly safety meeting – separately for transporter & drivers / helpers / loaders.
  • o Ensuring / enforcing 100% compliance to working hours – weekly review of driver wise data.
  • o Effective communication to transporters and drivers.
  • Communication of new policies or any amendments to existing policies.
Transport Safety OperationsRecruitment, Induction, Training & DevelopmentTransport Safety Officer (TSO) and Driver Coach (DC)
  • Interviewing & shortlisting candidates for final selection by senior management.
  • Responsible for onboarding and training of new TSO and DC.
  • Setting individuals goals/KPIs and chalk-out development plans for team.
  • Handhold & instill desired skill set for the role.
  • Training need analysis for continuous development.
Commercial Vehicle Drivers & Helpers / Driving Assistants / Cylinder Handlers / Loaders
  • Oversee the recruitment, induction, training and mentorship programs, ensuring adherence to set work processes.
Training Modules
  • Develop and / or revise training modules in alignment with latest policies / SOP / technology.
  • Ensure periodic refresher trainings and reboot programs are being conducted.
Performance ManagementTransport Safety Officer (TSO) and Driver Coach (DC)
  • Review individual TSO’s and DC’s performance based on set parameters / KPIs.
  • Assess individual’s contribution towards overall safety performance improvement.
Commercial Vehicle Drivers & Helpers / Driving Assistants / Cylinder Handlers / Loaders
  • Ensure driver wise performance is being reviewed at specified intervals using resources available e-g:
  • o Tableau Dashboards – driver wise / location wise / contractor wise.
  • o Trip Summary Reports.
  • o Driver Risk Profiling (DRP, also called as Driver Score Card).
  • o OBC/ICC/F&D alerts on TOC platform.
Work closely with respective Area Distribution Manager and Transport Contractors’ Senior Management on further actions to be taken based on Overall Performance Analysis.Incident Management
  • Ensure incident investigation completion within defined timelines.
  • Work closely with Incident Investigation Team, review the findings / observations and provide necessary guidance to complete RCA and CAPA.
  • Coordinate closure of all CAPA with sustainable actions avoiding recurrences due to same reasons.
Audit & Assessment
  • Conduct compliance audits at Linde sites as well as at Linde managed sites and transport contractor depots.
  • Assist Fleet Maintenance Manager in accreditation of workshops.
  • Fleet audits to ensure compliance mandatory fleet safety technologies.
  • Assist global and regional teams for assessments in the country.
  • Ensure timely closure of all audit/assessment findings with sustainable actions.
Other Distribution Safety ActionsImplementation & governance of Driver Coaching Program
  • Ensure right number of drivers are assigned to DCs, in accordance with the Driver to Coach Ratio suggested in guidelines.
Country / Site Specific Safety Improvement Plan
  • Work closely with Field Distribution Team, TSO and SHEQ for 100% compliance.
Transport Emergency Response Plan (TERP)
  • Regular update of TERP, as and when required e-g a new product being carried.
  • Ensure route & customer site Risk Assessments are completed for new customers and at least once in two years for existing customers.
  • Ensure mock Emergency Drills are conducted at set frequency and follow-up on completion of actions identified for improvement in TERP.
  • Plan driver engagement & motivation programs and welfare schemes.
  • Plan and lead distribution safety campaigns.
  • Develop SOP / Policies on newly inducted technologies / equipment.
  • Reviewing pre/post trip inspection quality and pre-trip / post-trip briefing dialogue quality at regular intervals.
  • Collaboration with OEMs for functional training (specialized/ customized) for use of their products for example:
  • o WABCO ABS / EBS+RSS or any new technology.
  • o Chart / CIMC / INOX / Cryotech or other tankers OEMs.
