- Manage procurement tasks for both service (tendering) and non-service contracts (purchasing), while advising project teams on appropriate procurement strategies in line with client and regulatory requirements.
- Develop and prepare tender documents, service level agreements, contracts, purchase orders, and related documentation through close engagement with clients and site teams, ensuring alignment with company policies.
- Conduct regular market analysis to secure the best value in goods and services procurement, targeting an annual operational cost (OPEX) saving of more than 4%.
- Oversee contractor performance, ensure compliance with contract terms and legal regulations, implement Preferred Vendor Programs, and compile performance assessments.
- Ensure all procurement activities and service engagements remain within approved budgets, support accurate cost tracking, and assist finance on billing and vendor claims certification.
- Identify, evaluate, and develop vendor partnerships; monitor contractor performance; resolve disputes; and support service partner competency development.
- Support project mobilisation and start-up activities, including procurement coordination, technical and financial proposal preparation, and FM KPI alignment.
- Maintain accurate procurement records and reports using Oracle and SAP systems; ensure clean data input reflecting contract, vendor, and site operational status.
- Ensure full compliance with statutory, safety, and health regulations; aim for zero LTI and fatality, and LOPC not exceeding 100L/KG; support audits and internal controls.
- Coordinate with internal teams on tendering requirements, provide procurement and contractual guidance, and communicate effectively with stakeholders for smooth project execution.
- Minimum Bachelor's Degree in Business, Administration, Finance, Procurement, or a related field.
- At least 4 years of experience in procurement and facility maintenance management; experience in retail petrol station operations is an added advantage.
- Proficient in MS Office (Word, Excel, PowerPoint) with the ability to prepare reports, presentations, and business process improvement plans.
- Fair verbal and written communication skills in both English and Bahasa Malaysia.
- Strong interpersonal skills with the ability to build and maintain effective working relationships.
- Computer literate and comfortable working with digital tools and Oracle and SAP systems.
