JOB SUMMARY The Head of Technical Accounting Unit leads the technical accounting function across the EPF Group, ensuring consistent application of MFRS, IFRS, and other applicable financial reporting frameworks. This role serves as the Group's subject matter expert (SME) for all complex accounting matters, policy development, and technical reviews of high-impact transactions. The position plays a central role in maintaining governance, ensuring audit readiness, and embedding high-quality financial reporting standards across all EPF entities, both locally and globally. It also supports the strategy, oversight, and continuous evaluation of outsourced financial service providers, particularly in relation to accounting and audit service delivery. JOB RESPONSIBILITIES 1. Technical Accounting Advisory and Oversight Lead technical assessments of complex transactions involving investments, joint ventures, financial instruments, lease arrangements, and restructuring. Provide expert advice to Group and Subsidiary Finance teams on accounting treatments under MFRS/IFRS and prepare technical position papers for material issues. Review high-risk areas in financial statements and ensure accounting positions are properly documented, defensible, and audit-ready. Collaborate with the Investment and Strategy departments to ensure technical accounting considerations are factored into business decisions. Coordinate technical review discussions with external auditors to ensure early resolution of accounting matters. 2. Policy Development and Standardisation Develop and maintain EPF's group-wide accounting policies and internal guidance notes, aligned with evolving financial reporting standards. Coordinate cross-functional input into policy development and support clear communication and training across the Group. Maintain a centralised repository of policies, memos, and technical interpretations to guide consistent application. 3. External Firm Strategy and Delivery Model Support the Head of Tax and Technical Accounting in managing the engagement of external accounting service providers for: o Accounting services o Statutory audits o Tax compliance and advisory (technical accounting related areas only) Coordinate monitoring and reporting on external firm performance, including timeliness, quality, and compliance with Group policies. Lead the accounting-related evaluation of outsourced services, including regular cost-benefit analyses of outsourcing vs insourcing for financial reporting tasks. Contribute to the annual assessment of accounting function effectiveness across subsidiaries and advise on service model improvements. Ensure deliverables from external firms meet EPF's accounting standards, financial timelines, and technical documentation quality expectations. 4. Financial Reporting Support and Audit Preparedness Assist in the review of key financial reports for technical accuracy and alignment with policy. Support timely resolution of accounting issues during the year-end close and preparation of audit schedules. Facilitate technical clearance on material items to prevent late adjustments or audit qualifications. Liaise with auditors on technical matters and provide evidence-backed justifications for accounting treatments. 5. Standards Monitoring and Implementation Track global and domestic accounting standard updates (MFRS/IFRS), Assess implications for EPF and EPF Group and document the required accounting treatments To lead the implementation of new or amended MFRS/IFRS standards Conduct technical impact assessments and ensure system/process adjustments are carried out accordingly. Benchmark EPF's accounting approaches with industry best practices and advise on strategic positioning. 6. Capacity Building and Stakeholder Engagement Deliver internal training and knowledge-sharing sessions on key accounting areas. Serve as a technical mentor and coach to upskill accountants within Group and Subsidiary Finance teams. Engage with external forums, professional bodies, or peer institutions to remain up-to-date and bring insights into EPF's practices. JOB REQUIREMENTS Possess a Bachelor's degree or Master's in Accounting, Finance, or equivalent field which is recognized by the Government from any local or abroad higher learning institution. Professional qualification (CPA, CA, ACCA, or equivalent) is compulsory. At least 13 years of relevant experience, with strong exposure to technical accounting, complex financial transactions, and group reporting, ideally within a Big 4 accounting firm, corporate finance division, or accounting policy team. Good understanding of MFRS, IFRS, and their application in complex transactions and disclosures. Demonstrated ability to prepare and review technical accounting documentation. Experience managing or coordinating outsourced financial service providers is an advantage. Strong interpersonal and communication skills, particularly in translating technical concepts to non-accountants. Excellent communication skills in both English and Bahasa Malaysia (written and spoken). Ability to explain technical concepts clearly. Malaysian citizen. Obtain a pass in Bahasa Melayu, including an oral test in Sijil Pelajaran Malaysia (SPM) level or equivalent qualification recognised by the Government.
