Job description: Job Summary Manage the SHE Department to establish systems to comply with Safety, Health and Environmental Management System requirements using ISO14001 and OHSAS 18001 as guidelines, and comply to relevant legislative and regulatory requirements. Key Responsibilities Establish, implement and maintain a SHE management system to comply with ISO14001, OHSAS 18001, customer and regulatory requirements. Lead and guide a team of SHE supervisors/engineers to review, develop and implement SHE practices in the company. Communicate to all departments and sites on the requirements of the SHE Management Systems and regulatory requirements (e.g. DOSH, DOE). Implement safety risk assessment to identify and evaluate risk, and propose mitigation actions to eliminate or minimise the risks. Schedule regular SHE inspection to verify that SHE practices are adhered to, and identify areas for improvements. Carry out investigation on any SHE infringement and recommend improvement actions to eliminate the recurrence of the issues. Identify and prepare the required SHE procedures and other documentation to support the implementation of the SHE systems. Identify and provide SHE training to relevant staff in order to improve on SHE skills and practises. Ensure that SHE induction is provided to new staff, visitors and sub-contractors. Monitor the effectiveness of the SHE implementation, and recommend improvements to close any gaps or risks identified. Monitor and track SHE performance against SHE targets and KPI. Set up a SHE Committee and assist the chairman to organise the SHE Committee meetings. Fully interact and liaise with external parties/authorities to resolve any SHE issues. Provide regular SHE reports to management on the performance of SHE in the company. Develop, maintain and facilitate implementation of Occupational Safety & Health Management System (OSH MS) and Environmental Management System (EMS) policies, procedures, program, initiative and action plans through liaison with internal and external department, projects and developments. Conduct periodic review (include inspection) on SHE performance at each project sites, recommend changes for improvement and produce Quarterly SHE performance report and action plan to management. To ensure all work sites and offices staff are safe and in compliance with the OSHA Act 514, Factory & Machinery Act 139, CIDB, applicable legislative requirement and company SHE directive, guide or policies. To investigate and report or, where appropriate, to assist others to investigate the circumstances and root causes of incident / accidents and take necessary steps to prevent a recurrence. To interface and communicate within organizational internal departments, development / project site and liaison with external parties on related SHE matter. Any other duties that will be assigned from time to time by the Management. Qualifications Degree in Engineering or Science Skills & Abilities Must possess working knowledge of OHSAS 18001, ISO14001, DOSH, DOE regulations Well versed in Local Regulatory requirements, OSHA Act 514 and Factory and Machinery Act 139 and safety & health implementation in construction.
