Req ID: 120622 Remote Position: Hybrid Region: Asia Country: Malaysia State/Province: Penang City: Penang Summary Leads TA team & Provides HR resourcing support to Celestica Penang site (HPS) Detailed Description This job is a first-level manager within a site. Provides direct management to semi-skilled and entry-level professional employees performing diverse and/or specialized roles, or employees in more than one function or work group. This includes establishing annual plans/objectives and interpretation of policies related to the functional area. Contributes to policy development. Work is performed within established professional standards and practices. Receives assignments in the form of tasks and goals and follows established processes to meet the goals of the unit. Executes budgets, develops schedules, and enforces policies and procedures. Erroneous decisions or failure to achieve results may have a negative impact on the divisions/departments operations, schedules, and/or performance goals. Provides immediate supervision to employees in more than one function or work group, assigning tasks and checking work at regular intervals. Directs subordinates to achieve assignments using established guidelines, procedures, and policies. Makes hiring and firing decisions. Reviews employees performance and recommends employee compensation; coaches for improved performance and disciplines as necessary. Interacts directly with subordinates and peer groups. Builds strong internal and external relationships that require exchanging of information and providing explanations in a problem solving capacity. Performs tasks such as, but not limited to, the following: Responsible for providing Resourcing leadership Develops the overall resourcing strategy for the site, from both a recruitment and internal staffing perspective and may provide leadership and guidance to junior resourcing staff. Ensures that the site supports the global resourcing strategy, goals, standards and entrerprise-wide systems which support resourcing activities. Acts as the functional expert and consultant to both HR and hiring managers in the region on all resourcing initiatives which impact Celestica's ability to attract and retain high calibre employees. Acts as a role meodel in supporting the Global Resourcing Policy and Guiding principles which help the company achieve its business goals. Ensures that monthly resourcing reports are rolled up to the appropriate regional level for consolidation globally. Works closely with regional HR heads to plan and build a recruitment strategy in support of business growth where and when required. Knowledge/Skills/Competencies Sound knowIedge of government legislation impacting the practice of human resources management. Sound knowledge of company HR policies and practices, particularly the Celestica global and regional staffing policies. Ability to consult with a wide variety of internal customers to provide an end-to-end resourcing service, personally or through a high performing team. Ability to effectively organize and lead a diverse team of staffing specialists in recruitment projects or in a direct supervisory relationship. Strong vendor management experience for services such as recruitment agencies, temporary agencies and recruitment advertising suppliers. Ability to recruit, interview and select at levels up to and cluding Director levels. Knowledge of computer applications and the ability to accurately perform tasks in some or all of the following applications: Access, Excel, Word, PowerPoint, Microsoft Project, and Visio and Applicant Tracking software Intermediate proficiency in most of the Celestica interpersonal Competencies and Leadership Core Competencies Physical Demands Duties of this position are generally performed in good working conditions. Occasional exposure to elements such as noise, dust, chemicals, operating machinery, temperature extremes, etc. Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data. Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required. Occasional travel may be required. Typical Experience At least six to eight years of staffing or relevant Human Resources management experience. Management in experienced design Engineering staffing is a strong plus Typical Education Bachelor's degree in related field, or consideration of an equivalent combination of education and experience.
