Job Purpose A managerial role that focuses on creating strategic partnerships with local and foreign government offices (embassies, consulates, agencies), associations, business chambers and tech ecosystem stakeholders. The candidate is tasked to create initiatives and programs with these global alliances to facilitate market access and accelerate digital exports of Malaysian tech companies. The candidate must possess end-to-end accountability, strategy development, implementation, resource planning to budget management. The candidate must have strong business development skills, marketing and/or sales background with demonstrated contribution to strategy development, project management, budget management and a creative approach to problem-solving. Duties And Responsibilities List the primary job duties and responsibilities using headings and provide examples of the types of activities under each heading. Market Access (70%) Monitor global digital trends to identify opportunities for Malaysian tech companies. Structure collaborations and initiatives with partners that benefit Malaysian tech companies. Strike strategic alliances with partners, leading to exports, funnels, business deals, pilots, funding opportunities for Malaysian tech companies, as well as ensuring that they are implemented in a measurable and sustainable manner. Identify high-growth international markets and establish strategic frameworks/programs for market entry. Collaborate with Malaysian tech companies and Partners (foreign chambers, associations) to curate targeted workshops, webinars, business matchings (online and offline), roundtables and pitching sessions. Identify and manage portfolio of Malaysian tech companies (export-ready) to connect and build business opportunities with global partners and buyers. Identify areas of improvement (program design, policies, and procedure) and leading the development and continuous evolution of the market access's initiative. Contribute and collaborate with internal MDEC stakeholders in the development of new initiatives as well as existing MDEC initiatives. End to end accountability from strategy development, implementation, resource and budget management for the department. Build and maintain strong relationships with international trade agencies, foreign government bodies, and global industry associations etc. Contribute and collaborate (cross functional/cross divisional) with internal MDEC stakeholders in the development of new initiatives as well aligned with Ministry of Digital's objectives. Global Corporate Innovation - Local and Global (30%) Market facilitation to support with corporate innovation initiatives both locally and globally. Develop corporate innovation programs, including accelerator labs, industry challenge programs, and co-creation initiatives with Governments, GLCs, GLICs, MNCs and global corporates. Introduce pilot programs and testbeds to validate emerging technologies for global markets Drive awareness of Malaysian tech capabilities in international markets through targeted initiatives. Identify and curate Malaysia tech companies that align with corporates' problem statements. Organise and facilitate business matchmaking sessions between corporates and tech companies to explore potential collaborations Coordinate with corporates and Malaysia tech companies to ensure smooth implementation and impactful outcomes Reporting and Continuous Improvement Monitor and track engagement outcomes, providing regular reports and insights to management. Continuously seek improvements in engagement strategies, advisory services, and matchmaking activities to enhance impact. Support with management of departmental budgets, optimizing resource allocation to achieve the highest impact. Support with establishment of KPIs and regularly review performance to ensure continuous improvement and efficiency. Support with administrative tasks, including reporting, procurement, and compliance with MDEC policies. Others Support ad hoc projects/programs in line with department, division and overall MDEC's goals and objectives. KEY PERFORMANCE INDICATORS (KPI) Number of Establishments of meaningful and sustainable partnerships with foreign embassies, trade agencies, and global ecosystems players. Quality of curation, engagement, and support provided to Malaysian tech companies identified for export. Number of successful business matchmaking sessions and business deals facilitated, being measured by annual revenue and digital export sales growth. Number of local tech solution providers matched with corporates. Improvement in the international visibility of MDEC/Malaysian tech companies in target markets. Qualifications Possess a Bachelor&aposs Degree in a relevant field such as Business Administration/ Management, International Business, Economics, Public Policy, Information Systems, Marketing, Technology Management, Digital Business, or a related field from an accredited higher learning institution. A minimum of 5 years of relevant experience in strategic partnerships, government or industry engagement, or international business development. Proven track record of managing stakeholder relationships with embassies, foreign trade agencies, chambers of commerce, and global ecosystem players. Experience working within government agencies, digital economy initiatives, or international trade/export promotion is highly desirable. Demonstrated experience in project management, program design, and execution with measurable outcomes. Experience in market driven innovation, corporate innovation, digital transformation, or business advisory roles is welcomed. Familiarity with Malaysia's tech ecosystem and local solution providers is an advantage. Competency Required Strong communication, facilitation, and stakeholder management skills.
