: General job scope: Aim for zero incidents of employee deaths, serious injuries, occupational disease occurrences, and major fire and explosion accidents. Maintain effective safety & occupational health stewardship and ensure compliance with all applicable safety & health regulations, and industry & company standards. Establish and maintain the company's safety and health management system. Conduct reporting and analysis to continuously identify and complete safety improvement opportunities in the facility. Manage interface with contractors & third parties on-site to ensure compliance with safety & health requirements. Improve employees and contractors work safety competence and awareness. Coordinate and conduct investigations into accidents, incidents, and near-misses to identify root causes and corrective actions that will prevent recurrence. Assure employees emergency response capabilities. Initiate and coordinate programmes to inculcate generative safety culture. Job Responsibilities: Be responsible for the safety & health matters of the entire facility, implement the company's health, safety, and environmental protection policies, and be responsible for the comprehensive management of company's occupational health and work safety. Collaborate with others to ensure environmental protection, security, and fire safety & protection. Establish, maintain, and update the company's management procedures related to all aspects of safety and health, including Safe System of Work, Occupational Health and Industrial Hygiene. Be responsible for assuring the implementation of relevant HSE laws and regulations. Supervise and inspect the implementation performance. Manage requirements for on-site dangerous and high-risk operations (including hot work, hoisting, confined space entry, etc.). Oversee the implementation of occupational health and industrial hygiene programmes to ensure adequate protection from various occupational health hazards and prevent unnecessary exposures to hazardous materials & chemicals. Provide work safety education and training for employees, contractors and third-party vendors/suppliers working on-site. Responsible for incident reporting & investigations and handling of work safety accidents. Organise safety and occupational health related inspection and acceptance of completed construction project. Maintain contact with corresponding government functional departments in terms of HSE, and coordinate and cooperate with government departments in inspections of the company's work safety. Ensure timely validation of relevant regulatory licenses, regulated competencies and administrative safety procedures & registers. Participate in formulating the company's emergency rescue plans for work safety accidents and collaborate in organising drills periodically. Complete other temporary tasks assigned by leaders in a timely manner. : Job Requirements: Possess a minimum of Bachelor's degree holder in Occupational Safety and Health, or related Engineering/Science field or equivalent, or Diploma in related field and NIOSH Certification related to Occupational Health and Safety. More than 10 years of relevant work experience (15 years for Diploma holder), with minimum 3 years of work experience in safety management positions, preferably in crude/palm oil refinery or chemical manufacturing industry. Proficient in relevant standards and regulations with proven track record in managing safety risks in crude/palm oil refinery or chemical manufacturing facility, particularly in managing continuous production process involving hydrogen and toxic gas services, and high pressure/temperature processes. Knowledge of crude/palm oil refining or chemical manufacturing processes, equipment, and technologies. Working experience in a facility with hydro-processing or bio-processing pre-treatment related units is preferred. Registered DOSH Safety & Health Officer (SHO) or possess relevant recognised safety management qualifications would be advantageous. Familiarity with ISO9001 and ISO45001 is an added advantage.
